Approval of Skill-Based Amusement Machine & Game-Related Technology

All Type-B and Type-C SBAMs and game-related technology must be approved prior to use in Ohio. Games approved for use in Ohio must comply with the technical standards adopted by the Commission.

There are two methods by which games and game-related technology can be approved for use in Ohio:

  • A vendor or operator may submit the game to a certified independent SBAM testing laboratory for scientific testing and evaluation. The vendor or operator is responsible for the cost of obtaining this evaluation.
  • Alternatively, the vendor or operator may certify to the Commission that the item complies with the Commission’s technical standards and supply supporting documentation. There is no fee associated with this certification; however, if the Commission is unable to determine that the SBAM or game-related technology meets the technical standards, the Commission may notify the vendor or operator to seek evaluation from a certified independent SBAM testing laboratory.

The following entities have been certified by the Commission as an independent SBAM testing lab:

  • Gaming Laboratories International (GLI)
  • BMM North America, Inc.
  • Eclipse Compliance Testing

Requests for the approval of SBAMs or game-related technology must be submitted via the online Skill Games Reporting system. The Commission will review the submission and will notify the vendor or operator that the item is approved or that the item must undergo testing from a certified independent SBAM testing laboratory. An SBAM or game-related technology on the approved list of games may be sold or operated in Ohio by any SBAM vendor or SBAM operator without seeking additional testing or Commission approval.
